No Child Left Behind and Reading First.  This page provides a comprehensive overview of President George W. Bush's plan to improve reading education and increase the literacy levels of all children.  The first link will bring you to the beginning of the document describing the plan. The U.S. Department of Education.  The U.S. Dept. of Education provides national leadership to address critical issues in American education. Under President Bush, the Dept. is making new, intensified efforts to prevent reading difficulties and to improve the reading skills and achievement of all America's children by endorsing instruction based on solid scientific research.  The Dept. is one  of the three partners in the The Partnership for Reading.

The National Institute of Child Health and Human Development.  One of the three partners in The Partnership for Reading, the National Institute of Child Health and Human Development (NICHD) conducts research and administers programs that assure that every individual has the opportunity to fulfill his or her potential for a healthy, productive life.  NICHD oversaw the work of the National Reading Panel, created by Congress in 1997 to assess the effectiveness of different approaches used to teach children to read.
